Made an offer then Ebay requested a credit card payment the person selling has no record of it
The seller has no record of my request and I put a credit card payment in.

If the seller did not accept the offer, or if the offer was rejected automatically, there may not be an obvious record of the offer for the seller to see.
If no transaction appears in your Purchase History, there may have been no purchase with this account.
If there was no purchase, the hold on your funds should expire leaving your funds in your account.
If you have more than one eBay account, be sure to check each account in case you purchased using another account.
