I purchased some books from the UK. The seller used Hermes to ship. Has any had these problems before. Its been 21 days

First, check if the latest estimated delivery date has passed.

Then you have maximum 30 days to report the item you didn't receive. Three business days later, you can ask eBay to step in, if itâ€™s still not solved.

So, it's a two step procedure.
