If the return item never shows up at the seller's address, I believe the seller can file a Lost package. I had a return item that never showed up, and I ended up refunding the buyer anyway because we could see that the buyer had the package scanned at the post office, but the tracking never showed Delivered, and I never got the item back. I called customer service, and was told that because I supplied the return shipping label, I was responsible for refunding the buyer.
