Lost packages
As a seller, am I required to give a refund if the package was lost by the Post Office? Tracking showed it was mailed and made several stops along the way, showed it was on time for several stops, then showed it was delayed but still on its way, and then nothing new for three weeks. eBay closed the case in favor of the buyer. Is this the normal practice?

Yes, you are required to refund the buyer since they did not receive their purchased item.
You can file a lost package claim with USPS.
