Lost Item in mail finally arrives no money return from ebay
I sold an item. I shipped it Fedex ground express. Th one where Fedex delivers it all but the last few miles and they hand it off to USPS. I took the package to USPS their person said I could drop it off their they would get it to Fedex. They didn't. It got half way there then USPS said there was insufficient postage and would not let me pay it, intercept it or ask for it to be returned to sender. eBay forced me to give a refund. Neither USPS or Fedex would honor the insurance they offered on the package. I was forced by ebay to give the buyer a refund and the case was closed. I tried to get the package returned to me and i kept getting road blocks. Eventually 2 months later the package was delivered and the buyer got the package. The item was delivered. Ive contacted ebay customer service and they say I am out of luck and there is no way to escalate or appeal anything because it was past two months. How is there not a way to make this right? Can anyone help me? Is there anything I can do?

First, that FedEx service requires you to give the package to a FedEx center first. No matter what the USPS said you cannot give the package to them first. In fact the post office says that if you do this they will confiscate the package and it will not be delivered and there will be no refunds so you were lucks. This has been the USPS policy for over a year and is now being enforced this year. So it is surprising that the package was actually delivered.
eBay policy is that once a refund has been made the purchase is closed and eBay will no longer help you and cannot reverse the refund. All you can do is to ask the buyer to either pay for the item or to return it. The buyer is not obligated to do either of these so you may just have to write the sale off against your sales on your tax return.

Unfortunately you are out of luck through Ebay.
The buyer is not required to repay for the item if they have already been refunded.
