I shipped a coin to a buyer and it never arrived.
While waiting for usps to make an investigation I sent the buyer a replacement at my own cost.
Usps says I need to contact eBay for reimbursement. No where to make a claimto ebay as a seller

If there was insurance you will need to file claim with the Post office.
