Locked account can't get back in
So eBay locked my account because they said there was a sign in from a location that was other than where I'm at. I use a VPN so that tells where is trying to monitor me or track me like eBay that I'm in a different location. Now they're asking me and if I want to restore my account I have to answer questions from 20 years ago that I certainly have no freaking clue. Because of this they are unable to restore my account.

If you "Require" a chat option to communicate with an Agent, you'll have to answer some questions with the eBay Automated Assistant before the assistant notifies an Agent:

Use the private messaging options:
You'll need to provide your user ID, your name, your address, and the registered email address attached to your account. Also, be sure to give them plenty of details.
The eBay Agents usually respond in a day or two and may research the situation better than the "Request a call back" agent or a "chat session" agent.
