Local Pickup - Ebay still charged shipping

I had local pickup as an option on an item and someone near me won the auction. For some reason, Ebay still charged them the shipping cost. I have no problem refunding the shipping cost to the buyer, but Ebay still wants to charge me the value fee based on the shipping cost. What the heck is up with that?!!! Now they're taking even MORE money from me for literally nothing. It's bad enough I pay a value fee on the buyer's tax and shipping to begin with, but now this? What have you done to avoid this?

Mentor4 months ago@texasangler. You also had shipping on the item. When you refund the buyer the shipping cost eBay will refund you the fees that were charged on the shipping.
It sounds like the buyer choose shipping by mistake.
Did you scan the qr code or enter the 6 digit code on the sold listing when the buyer picked up?

Your buyer must have chosen delivery instead of local pickup when they checked out.
My advice:
- Refund the sale
- Relist with ONLY local pickup
- Invite the buyer to purchase again
This way the buyer will get the QR code you need to scan to confirm pickup.
OR
If you don't want to refund the entire order and relist
- When you issue a partial refund to the buyer for the shipping, you will get a partial refund on the selling fees.
- You won't be able to prove the buyer picked it up.
