You can send the seller a message to ask if they are willing to do a local pick up. If the seller is willing to do that they would need to change the listing. If you have not already purchased the item the seller can change the listing so you can choose local pick up. If you have already purchased the seller will not be able to change the delivery method. They would need to cancel the sale and then list the item again with the correct delivery method.
With local pick up the buyer receives a QR code and a digit code that the seller enters into the eBay APP as proof of delivery.
To message the seller go to either your purchase history or the listing and use the link to ask the seller.
