Local Delivery Fees Not Refunded
In Denver, CO, USA, the city imposes a Local Delivery Fee of $0.28 (twenty eight cents) for items ordered from internet sellers (eBay, Amazon, etc.). Recently I placed an order for a CD that was never delivered. I requested a refund and received one immediately but it did not include the 28 cents delivery fee. The seller advised, when asked, that eBay handles the refunds and I needed to contact them. Anyone have any idea why the fee would not be included in the refund for an item never delivered?

Because eBay sent those 28 cents to Denver, to whichever department of Colorado's state government collects those delivery fees.
Did you pay sales taxes on that purchase? Were the sales taxes refunded to you?
If you requested your refund through eBay, they should eventually refund the sales taxes to you. It may take a few days, maybe a week, because the sales taxes were also sent to Denver, by eBay.
It seems reasonable to think eBay might also refund the delivery fee.
If eBay does not refund sales taxes or delivery fees to you, you may be able to request a refund directly from the state government. Start with a search on Colorado's official website.
