Local buyer

Will I be charged another fee from EBay if I cancel and the relist?
How about if I cancel (once he gets here) and we just sell it on the spot to the buyer?

Doing the latter would technically be selling OFF eBay which is a policy violation. If the Buyer asks you to cancel you can do so without a penalty. How sellers can cancel an order | eBay
You will get your category fees credited back to your account with a properly cancelled transaction.
When you Relist with Local Pick up only you can specify receving Cash at pick up. eBay still charges you the Fees for the sale but you take cash for payment if you want then simply mark the item shipped-picked up. The Buyer can also scan the QR code so you can scan that at pick up or they email the Buyer a 6 digit code. I've never used any of those two things, mainly because I do not use the phone app at all. I just use the Mark as Paie and mark as Shipped-picked up on the Sold item.

You can set the listing up as Local pick up only OR add Local Pick up as a shipping option. If the Buyer has paid already ask them to message you to cancel so you can Relist adding the Local pick up option to the listing.
If the Buyer has NOT paid yet and there are more than 12 hours remaining on the current listing cycle you can Edit the listing and add Local pick up.
