All sellers have listing and selling limits that cover categories, number of items and dollar amounts. These limits will reset each month. New sellers will have a fairly low limit to start. This is to give you time to prove your reliability as a seller. You can read about limits here: https://www.ebay.com/help/selling/listings/selling-limits?id=4107
A store subscription will not increase these limits. It will help reduce your costs if you are regularly listing over your free insertion amount and paying for the additional listings each month.
