The listing had a picture of two cameras the description said :
I have two lightly used stealth cam revolver 360 trail cameras with scout lids installed. Both are less than one year old and both work as good as new.
Only one camera and scout lid showed up after purchase. Seller states it is clearly listed this is for only one item. I strongly disagree

Based on this listing, I believe you are correct. The photo shows two items. The description refers to two items being available.
I don't think the Seller intentionally meant to deceive anyone.
As long as it's been 30 days or less since delivery, I would go to the Order Details for this transaction and open an Item Not as Described refund request.
The Seller will have three business days to respond with either a prepaid return label or a refund.
If they do not respond on time on 5he 4th day go back to your request and ask eBay to step in and force the refund.
