It looks like all of your eBay selling was done more than a year ago.
eBay may not have the information they need from you in order for you to start selling again. Some things have changed.
Do you remember how long it’s been since you SOLD something on eBay?

OP1 year agoThank you so much. I didn't realize that I needed to re-register as a seller. I've only been buying things on ebay in the recent past. I can't remember how long ago I'd sold anything! I"ll go back and fix things, with new information. I was getting frazzled trying to find the right place to ask the question. I appreciate you reaching out to help! You even looked at my account to see that I hadn't sold in a while. You're so kind!

Had you received prior messages from eBay requesting this information? Usually eBay sends several warnings before they restrict an account..
