Each listing renews every 30 days and uses a free insertion every month.
Each listing counts every month, even if it isn't a new listing.
If you ended and relisted, it could count twice for the month (depending on your timing).
If you had 250 listings at the beginning of the month, and you didn't add any new listings, you would not exceed your limit.
If you had 250 listings at the beginning of the month, and you sold 5, and listed 6 you would exceed your free listings limit.
a more complex example
If you had 250 listings at the beginning of the month
The listings all renewed on the 10th
You sold 25
You listed 2 - you would exceed your free listing limit
The 250 listings counts renewals.

If you get a Starter Store, your additional fee will drop from .35 to .30
If you are planning to add more listings, I suggest you get a Basic Store, you will get
1,000 free listings, plus
10,000 free listings in certain categories
