this is the message I keep receiving when trying to purchase:

I LITERALLY HAVE NEVER BOUGHT SOMETHING OR BID ON SOMETHING ON EBAY THIS MAKES NO SENSE! My account is new and fully verified, and as far as I know I have not broken any rules. I literally just joined I don’t understand how this is possible? Tried buying same item from different phones as guests, the alert stays the same. What is going on?? Please help!
