I see that you sold a shirt for $510 on Dec 18, which has been relisted.
If a buyer fails to pay after four days, then on the fifth day, cancel the sale, selecting the reason "buyer didn't pay". That is how a seller tells eBay the sale did not go through. eBay will then refund the selling commission.
I also see a listing for nearly $350, with a bizarre $350 in shipping, on Dec 21. I don't think the buyer is going to pay $350 shipping. Are you addressing that situation with the buyer?

As a new seller, eBay will place a hold on your funds until the item is delivered. You must ship the item while eBay is holding funds. After the hold period, eBay will release the funds to the checking account that you have linked to eBay to receive payouts.

I see that you have sold a few items. If you sold an item and the buyer did not pay, then you will need to cancel the sale and use the reason "buyer didn't pay". If you don't cancel an unpaid item, eBay will charge their commission (final value fee) on the sale, regardless of whether the buyer paid.
