Legalities of a new owner being able to repair a damaged (51%) "KIT BUILT" aircraft.
eBay has a damaged aircraft listed for sale that was completed and originally flown under the FAA "51% Rule". That category of construction and obtaining an FAA Airworthiness Certificate is controlled under very specific rules/guidelines directed at a specific owner/builder. It also specifies what an owner/builder can and can't do. For instance, an owner/builder can work on the aircraft conducting maintenance on his project as long as he owns the aircraft. This is not allowed under a Certified Airworthiness Certificate that a Commercial Company listed as the original manufacturer of a new aircraft would provide with a brand new aircraft. In other words, if you aren't the original builder of the aircraft in question YOU can't work on your own aircraft.
So the "gray area" in question is...can a buyer of a completed experimental aircraft continue the FAA "original builder" guidelines and work on his "new" plane. (i.e. can I purchase this damaged aircraft and repair it myself as the original builder could do?) WLR

On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.

If you are a seller outside of the US or Canada, you will need to use the Chat Option.
