Leaving negative feed back not allowed? When I try to submit it, it doesn't post.

Question

I was purely scammed and can not post negative feed back. I don't want money back and will not spend any more of my time or money to return item that do not work. When I tried to contact seller, the link took me to a form with a picture of an item other than the two water filters I ordered. I am done with Ebay if negative feed back can not be posted.
