If you opened a case for an item not received and got your money back, you won't be able to leave feedback, unfortunately. eBay's view is that everything was resolved satisfactorily (which I know is not always the case).

-If you inadvertently purchased as a Guest you cannot leave Feedback on the transaction.
-If you waited too long you cannot leave Feedback on the transaction.
-If anything else strange happened on the transaction let us know, it help to narrow the reason Feedback is being blocked.
