Late Debut
I sold an item and dropped it off with USPS. A week later the buyer opened a case about late arrival. I opened a case with USPS and they did nothing. I issued a refund to the buyer. The package was finally delivered a month later but now I’m out the money and the item. Is there no way for me to open a case to retrieve the money

No, there is no way to recoup the money if the buyer has already been refunded.
You can try to contact the buyer, and if they are willing to return the item you can provide a prepaid return shipping label. (outside of Ebay)
