Download and install the latest version of ADOBE ACROBAT READER, and specify it as the default for reading PDF files, instead of your browser's PDF reader. Now try opening and printing your shipping label.

Note that if you have already been refunded, the link to the return label stops working, as typically that indicates the seller has decided the return is not worth paying shipping costs.
Otherwise:
Make sure you are signed in to the same eBay account you used to make the original purchase if you using a link from an email to print the return label.
If you purchased as a guest, sign out of eBay completely or use a private or incognito browser window.
Try another browser to rule out a browser issue.
