Sellers can have handling times of 0 to 40 days. The seller just has to make sure that the item arrives by the last estimated delivery date, if it doesn't then you file a not received refund request.
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late.
You have 30 days from the last estimated delivery date to file a refund request on eBay.

OP2 years agoThank you. I ended up having ebay step in. Thr seller was a scammer. Ebay did hold up their money back promise. I am grateful for that. Thank you for your advise.
