What do I do if I don't get my money back?
of a product that was not shipped
I don't have a tracking number, I already filed a complaint
the bank says that they presented proof that it was delivered
but it was not even sent
the seller no longer exists

Note that if you filed a case with your bank, eBay may no longer be able to help you.
You should always start with eBay first. If that does not work, try PayPal next if you used PayPal. The last resort should be your bank or credit card issuer.
If you were able to file a case with eBay for an item not received, the seller would have had to provide a tracking number to win that case. If the seller provided a false tracking number -- one that did not correspond to a delivery to your address -- you would need to document that by contacting the shipping company in order to prove that your address was not connected to that tracking number.
