I have ordered coffee twice in the last week from sellers out of state (I am in KY). Both times I rec'd direct delivery from our local Walmart. Obviously the seller has a Walmart plus account and is using the free delivery for their shipment option. Are Ebay/Walmart aware of this abuse of the system?
One order delivered only produced half of the quantity I ordered so I am assuming the seller did not check the "no substitutes" block when he transferred my order to Walmart. I have let a message with the seller and awaiting a response.

Dropshipping from Walmart is a policy violation.

You can report the seller for the violation here:

Here's what to do about the item you received...
If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
