Items not received or refunded, seller provided false track number
Seller provided a tracking number showing items sent from/to unrecognized addresses not related to ebay transaction. Ebay denies buyer claims since seller provided a tracking number. And no human eBay is available to listen to this issue. Any ideas?

Contact the carrier and get in writing that the item was not addressed to your address on your payment. They will not tell you where it was delivered, but should confirm it was not to you. If fedex or ups, the easiest way to get this in writing is with their online chat function, so you can print the chat transacript.
Once you have this, if you have already been denied a not received claim, use the proof to appeal.
If you have not yet opened a not received claim, do that first - after the last expected delivery date, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.

If you don't see 'have us call you', click chat. Then type contact an agent.

OP1 year agoThanks for your reply. Note I have exhausted my recourse with eBay; I filed a dispute and appealed and requested human review the case. Always the response is that since seller provided a tracking number, no further investigation is conducted and case is denied. Regardless of validity of tracking number. I am told to contact USPS and file a claim with them, but obviously USPS delivered the items, it just wasn’t addressed and delivered to me. Furthermore, eBay is not providing me with seller’s street address, and they show on eBay as being in the Philippines though tracking number indicates items originated from New Hampshire USA. I think my next step is to file criminal complaint and civil action against eBay.

Before hassling with a lawyer, get the proof from usps and then contact your credit card issuer. They can open a dispute for an item not received/fraudulent tracking provided.

OP1 year ago@wooden_flower Yes, that is what I did, though eBay claims to be a 3rd party and takes no responsibility. Note seller is located in Philippines and thus out of jurisdiction of USA courts. eBay provides no address of seller, other than their country. According to tracking number, item was shipped from New Hampshire, USA.

I don’t know why you need the seller’s address - let your credit card deal with eBay. They won’t care where the seller is located.
