We purchased eBay postage with a tracking# and the post office didn't deliver. So, we have to refund and we don't have the items. How is it worthwhile to use eBay shipping?

You didn't purchase eBay shipping (eBay doesn't ship anything), you purchased your USPS shipping through eBay. You can open an insurance claim online here;

Your package likely had $100 of insurance built into the price. You had the option to purchase more if the selling price was higher than that.
eBay shipping is worth it as you pay commercial or cubic rates which are less than you'd pay for the same label at the post office.
