items in my cart then seller raises price, claiming items sold then relist over $170 over list price.
Seller claiming item(s) sold then relist over $170 over list price to $289. After buyer has in cart. Quantity 2. How can seller claim 2 quantity for $119 then they suddenly sold 2 quantity, then posted raised price to $289. Unethical, against eBay purpose.

When you put an item in your cart, that doesn't reserve it for you. If another buyer comes along, he can buy it right out from under you. The seller is also free to make edits to the listing up until the sale (unless it's an auction item with bids or is within 12 hours of the auction closing).
Once you actually commit to BUY the item, the original listing information shown when you make the purchase is what is in play.
