No matter the package was how well you think you packaged an item, nothing can avoid possible breakage in transit.
You will need to refund your buyer, and you can file a claim with USPS if the package was insured. Make sure the buyer keeps the packaging and broken item in case USPS needs proof.

You need to ask the buyer to file a refund request. If you want the broken item back then you pay return shipping and then refund. If you don't want the broken item back you just issue a refund.
If you had insurance on the item then ask the buyer for pictures of the item, the box and the packing material and use those to file your insurance claim. Insurance is for the SELLER, the buyer is covered by the eBay MBG so they don't wait for a refund.
