Item was not new a stated in discription
I purchased a new cell phone in the box and found out later the phone had been refurbished what can i do to at least get a partial refund

Use the reason "not as described"
You do not need to keep an item that is not as advertised.
Return an item for a refund | eBay
Use the reason "Not as described" the seller will have to provide a prepaid shipping label and refund you in full when they get it back. If they don't you can ask eBay to step in and help.
Trying to negotiate a partial refund could cause issues. Isn't it better to purchase from a seller that sends exactly what you order?
