Item was not delivered
Refund issued.....several weeks later item was delivered....How do I resend payment correctly so it does not look like I am bypassing ebay?

Once you received a refund eBay considers the order closed and there is no way for you or the seller to reopen it or the seller to invoice you. Send a message to the seller and let them know it arrived and you would like to pay for it. You will need to send the payment directly to the seller via PayPal or another payment option. There is no way through eBay to do it. You can send the seller your PayPal info so they can invoice you or the seller can send their info so you can send payment.
