You need to communicate with the buyer. Ask if they still want the item - if no, you will send a return label, which you can buy at pirateship.com (print it to a jpeg file that you can send to the buyer in a message).
If yes, how would they like to repay the refund that you provided? eBay doesn’t have a way for them to pay, so you can agree on PayPal, Venmo, zelle, paper check, etc.
