I’m so sorry, but eBay currently will side with the buyer if they’ve given one of the ‘not as described’ reasons for wanting to return an item.
Sellers no longer are protected from having to accept the return when they list an item ‘For parts or not working’.
[ @selforfun One of the Mentors asked this specific question to an eBay representative recently in the CML … and was given the answer I stated above. I don’t know whether this policy is stated anywhere else yet … but a number of sellers who listed items as ‘Not working’ have posted about losing return requests, so eBay was asked for clarification.]

That’s helpful context, especially with how returns are being handled lately even on “for parts/not working†listings. Always good to stay current, and your update helps a lot.

If the item was clearly listed for parts or not working and sold as is in both the title and description, the buyer is responsible for reading those terms. In cases like this, sellers are protected by eBay’s policy—as long as the listing was transparent and accurate.
If the buyer opened a return request for "not working," and you clearly stated the condition, you can contact eBay directly and request they step in. eBay has the tools to resolve these kinds of misunderstandings in favor of the seller when the description was clear.

You’re not obligated to accept the return if everything was disclosed. However, if you want to maintain goodwill, a partial refund is also an option—your call.
