Item shows that it was delivered but buyer says he never received it

I need to know what I must do to get this resolved.

USPS says it was delivered yesterday at 3:08PM and the buyer says it was not delivered. what should I do through eBay and what should I do through the USPS? (for a $100 item)

Explain to the buyer that he must go to his PO with the tracking # and ask them to look up the delivery. They can see the exact location. If mis-delivered, the carrier should try to retrieve the package. If stolen, it is the buyerâ€™s responsibility to file a police report, possible a home insurance claim but probably not for $100.

If the buyer opens a not received claim, go to the claim and enter the tracking # that shows delivery. The claim should close in your favor.
