Item shipping problems

The item i ordered was cancelled and i requested a refund after I noticed it would take 6 weeks to arive. So I requested a cancelation..The seller messaged me back saying no refund available and the item would be here today may 23rd with no extra shipping fees. The tracking number says by june 23rd and when I click it there is nothing but a blocked amazon site. It also says need to pay for customs. I order from another seller and had that same item in 2 days. What can I do or what should I do? Up to any suggestions. Thankyou

Never expect an item sooner than the last estimated delivery date.
What is the last estimated delivery date stated in your purchase history? You can file a not received refund request when it is one day past the LAST estimated delivery date.
Did the seller say they were shipping from the US and then shipped from another country? If yes then I have some great advice for that problem.
