What form of Proof do you have that says the item was not delivered to your address? If it is an email from the shipper, ebay will not accept it as proof, because emails can be faked. ebay can only check tracking for a delivered scan in your zip code.
What you have run into is called the Fake Tracking number scam, which has become very popular, because Federal Postal Privacy regulations do not allow access to a label's actual shipping address or the package type size weight, to any one whose name is not on the label. So an Item Not Received (INR) dispute will be turned down on the first try.
If the item was sent using the USPS, you can sometimes get a note on USPS stationary and/or with the post master's stamp from your post office. The note only has to say in general that the address on the label was not the one on your order details, and/or if it can be proved that the package type/size/weight was not appropriate for what you received. With a note you can appeal a denied INR dispute.
UPS & FedEx will not write notes because it could be a violation of the postal privacy regs and cause them trouble, whereas the USPS can't really be sanctioned for doing that.
Instead of trying to file an Item Not Received dispute, you can file an Item not as described dispute. The seller will have to send you a return shipping label and you can send a magazine ad or nothing in a 6x9 manilla envelope back.
If your issue is with the seller you last received feedback from, you should have checked their feedback profile before buying from them. Never, go by a feedback percentage or a Top Rated Seller rating alone. If you do not know how to check a seller's profile open the link below and click on Go To Best Answer to learn how.
