Item returned to sender after 4 months (with proof) seller took my money and never sent me item

I bought expensive oakley crankcase watch from seller who has 100% rating. Item was paid with credit card and supposedly sent to Vietnam. However, due to my lack of local knowledge I was not able to retrieve item thus opened case. eBay has since closed my case based on delivery tracking information. After 4 long months, Canada post tracking showed item was actually returned to sender and I have tracking proof of this. So how do I get seller to send me item which I paid for $949 which was suppose...
