Item returned to sender
I am requesting guidance before I submit a refund because I do not want to process this under the wrong category and receive an incorrect seller defect.
This order was shipped, delivery was attempted, and the package was returned to sender. The buyer has confirmed through eBay messages that they agree to a refund through eBay. I am now in the “Send refund” flow and need to know the correct reason code and correct handling for a returned-to-sender package where I am refunding the item price only.
Please confirm:
- the correct refund reason to choose,
- whether this should be handled as a refund, buyer return, item not received or “other”,
- whether a defect would apply,
- and what fee credits apply to a partial refund of the item price only.
will EBay review the order notes and buyer messages and advise the proper eBay-compliant handling so my account is not incorrectly penalized.

Sending a refund won't cause a defect. In this case, it is good customer service.
1) I would select Other Adjustment. It's not a defect and it most closely aligns with the situation.
2) It should be handled as a refund
3) No defect
4) Fee credits apply to partial refund for most sellers, for sure Top Rated Sellers, and possibly Above Standard Sellers. You will see the credits before you push the final refund button.
I would withhold the original outgoing shipping costs.
