I received an item that was not the item I ordered. The seller agreed and sent me a return label. I packaged and sent the package on May 4th. The seller opened a case stating he has not received the item back. eBay ruled in my favor stating I need to return the item by June 20th. I don't have the item anymore. I checked tracking and it says that the label has been created and USPS awaits the item in Portland Oregon. I live in Northern California. Was it a bogus label? Thank you for any help.

That depends on how you got the label. You should have filed a returns request through ebay through your Purchase history. Seller accepts and ebay sends you a link to print the return shipping label. You take the package to the carrier, and the clerk scans the package. Once tracking shows Delivered, the seller has 2 days to refund you. If no refund, you go back to the case and click Ask ebay to step in, to force the refund.
