eBay cannot force a seller to send a replacement, they can only force him to accept a return for a refund. You are always better off to get a refund and make a new purchase anyway, so that you have buyer protection on the next one you receive.
Go to your purchase history - select return this item. Under reasons select does not match the description, and follow the prompts. Describe the issue in the comments.
The seller has 3 business days to send you a return label or a refund. If he doesn't, or says he cannot send a label, go to your case and click 'ask us to step in'.
