Item purchased was not as represented.
I purchased a used puzzle that the seller told me both in an email and in the item description that it was complete. We've counted it twice and it comes up as missing one piece both times. I don't want to return it but what can be done about a seller who is so blatantly lying about their product. In the email to me he said he knew it was complete because he put it together and put it back in the box. The box still had puzzle dust in it! I paid 54.40 for a 1500 piece puzzle I was told was complete and is not, what can be done in a situation like this?
P.S. I want to keep it because these are very hard to find.

Mentor2 years ago@baralden-0 eBay can not force the seller to issue a partial refund, nor can they make the seller "cough" up the missing piece. Your only option if you want to keep it is to leave appropriate feedback.
This is how to file a return request should you change your mind>
I am sorry that you had a bad seller. You are covered by the eBay Money Back Guarantee. This not only gets you a full refund but also goes on the sellers record.
You have 30 days from date of delivery to file an item not as described refund request on eBay.
Select the return item button on this page: https://www.ebay.com/help/buying/returns-refunds/returning-item?id=4041
Missing parts or pieces.
4 business days after filing the return request if the seller has not provided a return shipping label OR sent the funds to your PayPal account to pay return shipping if they are in another country then ask eBay to step in and help:
https://www.ebay.com/help/buying/returns-refunds/ask-ebay-to-step-in?id=4701
If you have to purchase a label at the post office with the funds that the seller provided be sure to upload the tracking number into the case. The tracking number is your proof of delivery.
Returns to countries that do not have 1st class delivery confirmation MUST be shipped Priority Mail.
See this link to the USPS website that shows which countries have delivery confirmation for 1st class international packages.
