Item purchased dont want to sell for purchase price
New to this, listed a few items...one sold for quite a bit less than I was hoping...what steps do I take to cancel and or relist?

Remove your current auctions IMMEDIATELY if you’re unwilling to sell the items at the Starting Bid!
They haven’t received bids yet … so there won’t be any penalty.
You’re supposed to start the bidding at a priceYOU are willing to accept. You apparently didn’t … so you’ll need to use it as a learning experience. Don’t mess up your selling career by reneging on your word.

As an Ebay seller, you are required to fulfill your responsibility and sell & ship to the buyer.
If you refuse, you will have a very short stint as a seller because you will receive serious consequences. (defects from Ebay and probable negative feedback)
YOU are the one that set the price when you listed the item for sale. You entered 99 cents as the minimum/starting bid price, so that means you were willing to sell the item for 99 cents.
Always enter your minimum/starting bid price at the least amount you would be willing to accept to sell the item.
