If you have waited too long and you are past thirty days, you may still have recourse through your payment method. PayPal and most credit cards offer up to six months protection from the date of purchase.

You should be able to file an "item not received" case with eBay up to thirty days from that date.

Did you file a Refund Request within 30 days when the estimated date of delivery had passed?
