Sellers are required to set their own ‘handling time’, which can be anywhere from 1 to 30 days.
The Estimated Delivery Dates (EDD) give you an idea of when the item will arrive. You can file an ‘Item not received’ claim the day after the last EDD.***
*** You need to check your Purchase History for the EDD of an item you already purchased.

Mentor1 year ago@janicemckee Sellers can have handling times of 0 to 40 days. They just have to make sure that the item arrives by the last estimated delivery date stated on the listing.

Look for the last estimated delivery date in your purchase history. You can file a refund request when it is one day PAST the last estimated delivery date . If tracking shows movement I recommend waiting a week or so for postal service delays.
You have 30 days from the last estimated delivery date to file a refund request on eBay.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
