item originally shipped in flat rate padded envelope—can it be returned in regular polymailer?
Sent an order of a hooded sweatshirt in a USPS Flat Rate Padded Envelope…had to really stuff the sweatshirt in there to fit, but shipping in a FR Padded Envelope saved me ~$4 over using Ground Advantage.
Now the buyer wants to return the item…do they have to use the original FR padded envelope? Can they send it back just using a normal polymailer? I’m worried they’ll have a hard time fitting the sweatshirt into the original or even a new FR padded envelope…

No, the buyer is not required to ship in a padded flat rate envelope.
But I would rethink sending anything that way in the future. It could earn you the kind of feedback you don't want for "stuffing" something the buyer paid good money for into an envelope. Think about how you would like to receive an item in that condition. You want a buyer to think upon opening the package, "This is even better than I had hoped for - and the seller really took care when packaging," not "Who would think package an item like this is even remotely acceptable?" Presentation can make the difference between a buyer thinking (about the same item) that he got a great item at a great deal or thinking he was taken on a piece of junk.
I just returned items purchased from a department store for just that reason. They were meant for gifts and arrived wadded up, wrinkled, tags tags bent. I had to start shopping again at the last minute because of it. I was NOT happy.
