Item ordered was thought lost in mail and ebay issued me a refund . The item showed up
what is the best way to alert customer service the item finally showed up

Mentor4 months agoNo need to alert customer service.
IF you want to repay the seller or return the item, you would need to contact the seller to work out an arrangement. They can suggest payment through Paypal or they can send you a prepaid return shipping label if they want the item returned.
You are not required to take either action.
