I bought a slot car from him and pd, he never shipped the item and and will not reply to my messages ebay closed my request not much help out $45

eBay has a 30-day Money Back Guarantee for Buyer Purchase Protection. If you look at the Order Details for this transaction, you will see the estimated delivery date. Once it is one day past that date, you can open an Item Not Received refund request. There is a deadline to do that though.
If eBay closed your case, it's either because it was past the Guarantee deadline or tracking shows the item was delivered.
Your option now is to file a chargeback with your payment company. They also have deadlines.
