Item not shipped
I printed the shipping label, but have not received payment. Is this item considered as having been shipped because the label was printed?

Did you print the label on eBay? If so, you have been paid, eBay has the money.
You can't wait until you get the deposit to mail the package.
Once the buyer pays eBay, the seller must ship.
eBay will release the funds sometime after delivery. Since you are a newer seller it may be up to 30 days. But the buyer has paid.
