I received an email stating my item was delivered 12/6/2023 at 13:36 however I did not receive anything.

The carrier is SpeedPak

I purchased item as a guest to eBay

I have a tracking number

How do I find out what happened to my package and get it resent?

Hi @rcb-8853

How much was the item you purchased. Contact the carrier and ask them for the GPS address for the alleged delivered package. If it is not you address you may have been scammed. If the GPS address of where the package was delivered is actually your address then the package may have been stolen.
