Item Not Received option not working
I ordered an item on Ebay, but the seller is unable to send the item due to issues with Ebay. The seller said it would be best to use the Item Not Received option on the item to cancel the order and get a refund, but Ebay won't let me open a request, but instead has the following message:
Your item may still be on its way
The estimated delivery date for this item is Dec 23. If you haven't received your item by then, go back to the item you purchased and open a request.
I am currently trying to make this request on the 23rd, so maybe I am supposed to wait longer? I haven't made this type of request before.

You have to wait until the estimated date of delivery has passed by at least 24 hours to file a Refund Request.
If the estimated date of delivery was Dec. 23rd, you cannot file the Refund Request until after midnight of the 24th, so file on the 25th.
